We are seeking an inspirational Chief Executive to lead icare’s strategic transformational agenda. This role is a unique opportunity to shape our future, uplift our organisational capabilities, and foster a constructive culture that is focused on those we serve.

The successful candidate will be accountable for leading a strategic and transformational agenda that ensures the organisation’s operating model is efficient and effective and delivers better outcomes for those we serve.

About icare

icare is responsible for managing and delivering the State’s insurance and care schemes on behalf of the NSW Government, many of which provide safety net provisions or protections that are not available in the private market. It was established as a Public Finance Corporation (PFC) to help harness the financial expertise, efficiency, and commercial acumen of the private sector to manage the State’s statutory insurance and care schemes.

About the Role

Play a pivotal role in fostering a culture of continuous learning and improvement, empowering our team to reach their full potential and build sustainable capability.Your ability to drive for results, putting those we serve at the centre of decision making, as well as the skill to pragmatically facilitate constructive and candid conversations to address business issues, risks and challenges will be key to enable the decisions for icare to be made with the appropriate financial, customer, stakeholder and people lens.

Cultivate strong and transparent collaborative relationships with the Board and a set of complex and diverse stakeholders will be key to icare meeting the obligations and effective governance of the organisation.

  • Lead a strategic and transformational agenda that ensures the organisation’s operating model is efficient and effective and delivers better outcomes for those we serve.
  • The role will be for a fixed-term 5-year term.
  • Reporting directly into the Chair and Board you will haven direct responsibility for 8-10 direct employees, and a large, distributed workforce of 1,800 people.

Duties

 Additional duties will encompass but are not restricted to.

Lead, direct and control icare’s direction, ensuring clarity for all stakeholders

  • Proactively and constructively manage and build complex relationships with other key stakeholders, both internal (Chair, Board and employees) and external (customers, industry leaders, Portfolio Minister and other related Ministers, government entities such as Parliament and Treasury, regulators, and broader community), by building alignment and engagement and delivering on promises.
  • Build and effectively manage the relationship with the State Insurance Regulatory Authority (SIRA).
  • Maintain a commercial mindset while respecting the government’s operating model applicable to the entity, ensuring those we serve are at the heart of all decisions.
  • Deliver operational excellence by improving execution, cost efficiency and productivity, driving change required to transition to an operating model that provides better outcomes for those we serve; that in turn also drives efficiency into the organisation.
  • Demonstrate strategic and commercial acumen and appropriate balance of risk and opportunity.
  • Create growth strategies that leverage technology/digital and other market evolution opportunities.
  • Inspire commitment and create buy-in across stakeholder groups through clarity of strategy and vision.
  • Apply judgement and adaptive decision making by using commercial and personal judgement.
  • Connect with different audiences using different communication styles.

  • Align stakeholders, including the Group Executive Team (GET), to execute strategy and deliver on change to address innovation, improvement, and effective performance.
  • Ensure the best GET is in place, with the right people in the right roles and provides sustainable and transformational leadership across icare.
  • Develop and foster a constructive organisational culture underpinned by high performing, empowered teams that drive better outcomes for those we serve.
  • Lead collaboration and inclusivity by championing diversity and acting as a role model of flexibility, inclusion and diversity.

Skills & Experience

  • Deep and senior leadership experience in the insurance industry - Proven CE, or large divisional General Manager, having led an organisation of comparable size and complexity to icare, within the insurance (general or life) industry. Some experience working in the injury management insurance sector would also be useful.
  • Deep knowledge of the complex insurance landscape and consumer trends -
  • Solid awareness of trends and practical issues facing the industry, able to identify where opportunities for growth exist, with the technical skills and understanding of insurance to build credibility and trust with key stakeholders (including regulators) and confidently understand risk pricing, claims management, better reporting, underwriting.
  • Outstanding academic qualifications - Ideally with an MBA or post-graduate qualifications in business, finance or a related field.
  • Outstanding communicator and proven people leader, able to energise and align icare’s GET, people and all stakeholders - Personable, politically and commercially savvy, able to extract the best from key internal and external stakeholders. An individual who has the communication skills, tenacity and energy to navigate the array of complex and challenging stakeholders in an organisation such as icare.
  • Experience working with and for a Board in a collaborative and constructive way.
  • Experience balancing commercial outcomes, whilst working within a government eco-system - Proven ability to navigate critical government stakeholders and achieve commercial and efficient operational outcomes while realising the constraints of operating in a social and government owned enterprise with those we serve at the heart of all decisions.
  • Proven experience in building and leading strategic partner management and performance capability – Demonstrated ability to drive strategic procurement and ensure efficient and effective management of multiple outsourced providers to drive improved outcomes, as well as the ability to foster a culture of collaboration and innovation with external partners for continuous improvement.
  • Track record of driving innovation through Technology uplift and prioritisation to deliver strong operational excellence and transformation within budget constraints – Technology savvy with a history of developing innovative, forward-looking initiatives to transform a complex business to achieve operational efficiencies, with experience in human-centred design experience uplift, product models, agile ways of working highly regarded.
